Dhaka enforces rigid public spending cuts to shield macroeconomy

The government has clamped down heavily on public expenditure for the 2026–27 financial year, introducing a sweeping ban on the procurement of all motor vehicles, watercraft, and aircraft across both development and operational budgets. Concurrently, overseas travel for public officials has been severely restricted, and highly subsidised, interest-free car loan facilities for civil servants have been suspended. According to the Ministry of Finance, these stringent austerity measures have been deployed to ensure the optimal utilisation of limited resources, ease persistent inflationary pressures, and safeguard overall macroeconomic stability.

The drastic fiscal directives were formalised on Wednesday, 8 July, via an official circular issued by the Finance Division. The restrictive mandate applies universally across the administrative spectrum, legally binding all government ministries, autonomous bodies, state-owned enterprises, statutory authorities, public sector corporations, and state-controlled financial institutions.

Mandatory electric vehicle pivot for essential transport

The Finance Division’s decree explicitly blocks the drawdown of allocated departmental funds for acquiring fresh transport assets. However, specific exemptions have been carefully built into the policy framework to ensure that vital public services do not grind to a halt. The freeze will be selectively relaxed for replacing existing fleet vehicles that are more than 10 years old, or for newly established state institutions, provided they secure explicit, case-by-case authorisation directly from the Finance Division.

A groundbreaking clause introduced in this fiscal year’s policy mandates a significant shift towards sustainable transport. Except for ambulances and specialised vehicles deployed for national security duties, all newly authorised or replacement passenger cars and jeeps must be Full Electric Vehicles (FEVs). Furthermore, the highly sought-after interest-free special loan facility traditionally granted to mid-to-senior government officers for personal vehicle purchases will remain completely frozen until further notice.

Strict curbs on foreign trips and capital infrastructure

Civil servants looking to travel overseas will face a significantly narrower path. All government-funded foreign training programmes, seminars, symposiums, and workshops have been halted. Public officials are now only permitted to travel abroad if the entire financial liability of the programme is fully covered by welcoming foreign governments, international institutions, or bilateral development partners. Higher academic pursuits remain protected; state employees can still travel overseas to undertake master’s degrees or doctoral research, provided these are backed by transparent scholarships or fellowships from recognised global universities or development agencies.

For mandatory basic training administered by domestic service academies, any prerequisite foreign components must now be arranged through appropriate international universities or professional bodies virtually or locally. Travel relating to Pre-Shipment Inspections (PSI) or Factory Acceptance Tests (FAT) will be heavily scrutinised. Such trips will only be considered for exceptionally complex technical goods where physical inspection remains a legal, non-negotiable prerequisite, and even then, only essential technical experts will receive clearance. The ministry has urged all administrative arms to prioritise testing through internationally accredited third-party laboratories rather than sending bureaucratic delegations abroad.

Physical infrastructure expansion has similarly been targeted under this latest austerity drive. The construction of new residential, non-residential, or administrative buildings using operational budget funds is prohibited. Ongoing construction projects are subject to strict conditions; work can only proceed if the structures are already at least 70 per cent complete, and even then, project directors must secure specific financial clearance from the Finance Division to draw down any remaining funds.

Enhanced fiscal discipline and land procurement rules

The circular introduces rigid boundaries regarding land procurement and the disbursement of unallocated funds. No monies from the operational budget may be deployed for land acquisition. Under the parallel development budget, land acquisition expenses will only be sanctioned after all legal and bureaucratic formalities are executed, followed by explicit approval from the Finance Division.

Fiscal Directive: No expenditures can be made from unallocated block grants within the current financial year’s operational budget.

Reserved allocations held under the Planning Commission for “development assistance for special needs” can now only be accessed with prior, written approval from the Finance Division. While vehicle purchases under the development budget are frozen, conditions may be relaxed for projects that received formal approval prior to the issuance of Wednesday’s circular. Through these stringent protocols, the Ministry of Finance has placed immense emphasis on achieving absolute value for money across all sectors of public administration.
