The Anti-Corruption Commission (ACC) has initiated formal legal proceedings against a retired senior police official and his spouse in Chattogram, following allegations of amassing illicit wealth totalling approximately 200 million BDT (roughly £1.2 million). The accused, Kamrul Hasan, a former Additional Deputy Commissioner (Prosecution) of the Chattogram Metropolitan Police, and his wife, Saima Hasan, now face two separate cases detailing a litany of financial irregularities and systemic embezzlement.

A Breach of Public Trust
The investigation was catalysed by a damning exposé published in late 2023, which alleged that funds earmarked for the sustenance of detainees were being diverted into the pockets of high-ranking officials. The report, titled ‘Prisoners’ Food Money in Police Pockets’, prompted the then Police Commissioner to establish an internal inquiry.
The subsequent probe confirmed a grim reality: the government allocation intended for feeding defendants held in court lock-ups was being systematically misappropriated. It was only following this scandal that the legitimate provision of government-funded meals was finally reinstated in Chattogram’s court facilities.
The Scale of Illicit Wealth
As the ACC widened its net, the sheer scale of the couple’s assets became apparent. On 9 July 2024, the commission successfully petitioned the court to freeze their movable and immovable properties to prevent any clandestine transfers.
Mr Hasan, who began his career in 1989 as a Sub-Inspector, rose through the ranks to serve as the Officer-in-Charge of several key stations, including Hathazari and Banshkhali. The ACC alleges that during his tenure as ADC Prosecution, he routinely siphoned off bills for prisoner meals that were never actually provided.

Deception and Concealment
Beyond the sheer volume of wealth, the ACC has highlighted a pattern of deliberate deception. Mr Hasan is accused of concealing his existing property ownership in Chattogram to illicitly secure a land allotment from the Chattogram Development Authority (CDA) in the prestigious Ananya Residential Area. Furthermore, as a civil servant, he failed to obtain the mandatory official permissions required for acquiring such vast assets.
The ACC’s findings currently attribute 176.2 million BDT in unexplained wealth to Mr Hasan, with a further 31.4 million BDT linked to his wife.
“We are investigating whether further assets remain hidden abroad or under the names of third-party proxies,” stated Subel Ahmed, Deputy Director of ACC Chattogram. “The integrity of the police force relies on accountability, and this case represents a significant step in rooting out systemic graft.”
As the legal proceedings move forward, the case serves as a stark reminder of the consequences of abusing administrative power for personal enrichment at the expense of the state’s most vulnerable subjects.
