DSCC Warning: Waste Collectors Face Licence Cancellation

The Administrator of the Dhaka South City Corporation (DSCC), Md. Abdus Salam, has issued a stern warning to Primary Waste Collection Service Providers (PCSPs). He stated that any firm found overcharging residents or failing to dispose of waste regularly would face the immediate cancellation of their operating licences. This directive aims to bring transparency and discipline to the city’s waste management system, which has recently been the subject of numerous public grievances.

Strict Regulations on Service Fees

During an exchange meeting held on Monday at the Nagar Bhaban auditorium with representatives from various waste collection agencies, Abdus Salam expressed significant dissatisfaction regarding reports of financial exploitation. He noted that despite a fixed monthly fee, several organisations have been illegally soliciting higher amounts from households.

The Administrator clarified the official financial parameters:

  • Maximum Monthly Fee: Tk 100 per flat or household.

  • Payment Protocol: Fees must be collected exclusively through official, designated receipts.

  • Service Expectation: Daily collection of household waste must be maintained without exception.

If a complaint regarding overcharging is substantiated, the DSCC will initiate immediate administrative action. Abdus Salam emphasised that such irregularities “will not be tolerated under any circumstances.”

Special Preparations for Eid-ul-Adha

With the upcoming Eid-ul-Adha, the Administrator outlined a comprehensive cleanliness strategy to manage the increased volume of sacrificial waste. He announced a total ban on leave for cleaners and relevant officials for the three days of the festival. All personnel are required to remain on the ground until every ward is certified as waste-free.

Contractors must ensure an adequate supply of vans and manpower to expedite the removal of sacrificial remains. Furthermore, the Administrator instructed workers to wear clean uniforms and maintain cordial behaviour with citizens while performing their duties.

Enforcement and Public Responsibility

The DSCC’s enforcement will not be limited to contractors alone. The Administrator warned that mobile courts would be deployed to take action against residents who dispose of waste in drains, canals, or on the streets instead of using designated collection points.

“Waste management is not merely a service; it is a humane and social responsibility,” Abdus Salam remarked. He reiterated that the DSCC would strictly enforce existing laws and the terms of contracts to ensure a clean and healthy urban environment for all residents. The meeting was attended by senior DSCC officials and representatives from various primary waste collection organisations.
