A expert panel from the United Nations Security Council has raised serious concerns over attempts by Al-Qaeda in the Indian Subcontinent (AQIS) to establish small-scale organisational cells within Bangladesh. According to a recently published UN assessment, the militant network is actively seeking to exploit Bangladeshi territory to advance its regional agenda, reflecting a broader strategic pivot towards low-profile, decentralised operations across South Asia.
The findings were detailed in a report by the UN Security Council’s Analytical Support and Sanctions Monitoring Team, released on 10 August. Covering developments between 15 December 2025 and 9 June 2026, the document highlights that whilst Al-Qaeda’s overarching presence and core capacity in Afghanistan remain relatively stable, its regional affiliate AQIS has adapted its operational doctrine. Instead of maintaining large, conspicuous structures, the outfit is increasingly focusing on building covert, isolated units designed to facilitate logistics, recruitment, and financial channels.
Bangladesh has long maintained a strict zero-tolerance stance against terrorism, actively dismantling domestic extremist networks through robust counter-terrorism initiatives. However, the UN report underscores that AQIS continues to view the nation as a strategic space for clandestine operational footprints, putting security agencies on high alert.
The monitoring team’s findings also draw attention to AQIS’s expanding influence in neighboring territories. The report cited the high-profile attack on Delhi’s historic Red Fort in November last year, an action officially attributed to the group. Additionally, although AQIS itself is not currently listed under standalone UN sanctions, experts noted that it functions as the backbone of ‘Ittihad-ul-Mujahidin Pakistan’ (IMP). IMP has been blamed for several deadly strikes in the region, including a suicide car bombing near a security post in Bannu, located in Pakistan’s Khyber Pakhtunkhwa province, on 9 May. That attack claimed at least 21 lives.
Beyond operational tactics, the report shed light on the operational environment enabling AQIS leadership. Senior figures within the affiliate are currently residing in the Afghan capital, Kabul, where they possess official ‘Tazkira’ national identity documents provided by the Taliban administration. UN specialists believe this administrative support points to continuing collaboration between Taliban authorities and the terrorist group, despite public denials from Kabul regarding the harbouring of foreign militants.
The security situation across South and Central Asia remains fragile, exacerbated by persistent cross-border skirmishes between Pakistan and Afghanistan. UN member states assess that the Afghan Taliban continues to harbour and support the anti-Islamabad outfit Tehrik-e-Taliban Pakistan (TTP). Analysts warn that lingering border disputes and political instability create fertile ground for radical groups to consolidate their presence, adding a layer of urgency to the UN’s warnings regarding Bangladesh and the wider subcontinent.
