The Government of Bangladesh has assigned 101 recently promoted Joint Secretaries, who had been serving as Special Officers on Duty (OSD) under the Ministry of Public Administration, to a wide range of key ministries and divisions across the government. The officers will perform their duties in their newly assigned workplaces until further instructions are issued.
The appointments were announced through a notification issued on 12 July by the Senior Appointments-2 Wing of the Ministry of Public Administration. The notification was signed by Senior Assistant Secretary Jeti Pru.
According to the official order, the officers had been promoted to the rank of Joint Secretary through separate notifications issued on 9 July 2026. Following their promotion, they were temporarily designated as Officers on Special Duty. The latest administrative decision formally attaches them to various ministries and divisions in response to operational requirements and staffing needs across the public administration.
The redistribution of senior officials is part of the government’s routine administrative process aimed at ensuring that experienced officers are placed in positions where they can contribute effectively to policy formulation, programme implementation and institutional coordination. Such assignments also help fill vacant senior posts, strengthen administrative capacity and improve the efficiency of government operations.
The Joint Secretary is regarded as one of the most significant mid-level leadership positions within Bangladesh’s civil service. Officers at this level play a central role in drafting and implementing government policies, overseeing development projects, managing budgets, supervising administrative functions and coordinating activities among different ministries and government agencies. They also provide strategic support to senior policymakers and are often involved in monitoring the execution of national development priorities.
Under the latest order, the promoted officers have been assigned to several of the country’s most important ministries and divisions. These include the Ministry of Industries, Finance Division, Local Government Division, Health Services Division, Health Education and Family Welfare Division, Ministry of Home Affairs, Ministry of Agriculture, Ministry of Commerce, Power Division, Energy and Mineral Resources Division, Secondary and Higher Education Division, Cabinet Division, Planning Division, Ministry of Environment, Forest and Climate Change, Road Transport and Highways Division, Ministry of Shipping, Ministry of Science and Technology, Information and Communication Technology Division, Ministry of Labour and Employment, Ministry of Defence, Ministry of Religious Affairs, and the Ministry of Expatriates’ Welfare and Overseas Employment, among several other government offices.
Officials familiar with the public administration say the deployment of experienced officers across strategic ministries is expected to reinforce administrative coordination, accelerate project implementation and enhance policy execution. Assigning newly promoted Joint Secretaries to operational roles also enables the government to utilise their experience and expertise more effectively while strengthening institutional leadership across the civil service.
The notification has been circulated to the Cabinet Division, the Prime Minister’s Office, the relevant ministries and divisions, the Government Housing Directorate, the Government Transport Directorate, the Bangladesh Forms and Publications Office, and the concerned finance and administrative authorities for necessary action.
