Born in 1944 in Nabinagar, Brahmanbaria, Dr Khan demonstrated extraordinary academic promise early in life. He earned both his bachelor’s and master’s degrees in history from the University of Dhaka with distinction before pursuing higher studies in Canada, where he received a master’s degree and a PhD in economics from Queen’s University. Joining the Civil Service of Pakistan in 1967, his early career was marked by administrative sharp-wittedness and exceptional principle.

His defining test arrived during the Liberation War of 1971. Serving as the Sub-Divisional Officer (SDO) of Habiganj during the non-cooperation movement and the subsequent Pakistani military crackdown, Dr Khan abandoned bureaucratic safety to aid the national struggle. Before the formal setup of the Mujibnagar Government, he actively provided weapons, ammunition, and provisions to freedom fighters, personally issuing written authorizations when subordinate officers hesitated. In an unprecedented move, he arranged the transport of nearly 30 million taka from the Habiganj treasury across the border to Agartala by truck, providing critical financial backing for the war effort and Bangladeshi refugees. For these actions, a Pakistani military court sentenced him in absentia to 14 years of rigorous imprisonment.

Following independence, Dr Khan served the Bangladeshi state in numerous pivotal positions, eventually reaching the apex of civil service as Cabinet Secretary after a long tenure as Finance Secretary. He also chaired the National Board of Revenue and served as Secretary in the Ministry of Water Resources. Appointed as an Adviser to the Caretaker Government in 2006, he famously resigned when operational hurdles threatened his neutral discharge of duties, underscoring his refusal to compromise conscience for power. Later, he served as the founding Chairman of the Regulatory Reforms Commission.

In his post-retirement years, Dr Khan established himself as one of the country’s most prolific and insightful authors. He possessed a unique talent for translating complex economic theories and intricate historical narratives into accessible prose for general readers. His acclaimed books—including Pararthaparatar Arthaniti (The Economics of Altruism), Ajab o Jabor-Ajab Arthaniti (Strange and Bizarre Economics), Discovery of Bangladesh, Bangladeshe Budget Rajniti (Budget Politics in Bangladesh), and his memoir Purano Sei Diner Katha—remain fundamental texts for understanding the state, economy, and society of Bangladesh. Dr Akbar Ali Khan’s principled voice and intellectual contributions remain an enduring cornerstone of the nation’s heritage.
