
The proposed ninth national pay structure for government employees is set to raise basic salaries significantly while simultaneously reshaping and, in some cases, reducing a range of allowances, according to official discussions held in Dhaka.
A high-level meeting of the reconstituted committee, chaired by Cabinet Secretary Nasimul Gani at the Secretariat, reviewed the outline of the new pay framework, its potential fiscal implications, and implementation strategy. The discussions also touched on the government’s target of introducing the revised structure from 1 July, subject to final approval and administrative readiness.
Officials indicated that while the increase in basic pay is designed to improve living standards for public sector employees, maintaining existing allowance rates alongside higher salaries could place considerable pressure on the national budget. Against this backdrop, several allowances are under review for adjustment, rationalisation or possible reduction.
The house rent allowance, which is currently calculated as a significant proportion of basic pay depending on location, is among the key areas under scrutiny. With basic salaries expected to rise, officials are assessing whether maintaining the existing formula would lead to unsustainable expenditure growth. A more balanced rate is therefore being considered.
Changes are also being discussed regarding medical allowances, which are presently provided as fixed monthly payments across different grades of employees. Policy planners are evaluating whether this benefit should be recalibrated or placed within a defined ceiling under the new structure.
Education-related allowances, offered to support employees with dependent children, are similarly under review. Discussions suggest that a maximum cap on eligibility or benefit levels may be introduced to ensure better fiscal control while retaining targeted support.
Transport-related benefits are another focus area. These include fixed allowances for certain positions as well as official vehicle-related provisions for senior officials. A reassessment is underway to align these benefits more closely with current administrative needs and cost considerations.
Sources also noted that smaller or less effectively utilised allowances may be discontinued altogether, though no final list has been confirmed at this stage. Decisions are expected to follow further review and government approval.
The Cabinet Division Cabinet Division and the Ministry of Finance Ministry of Finance are understood to be coordinating closely on the proposed framework, balancing fiscal discipline with efforts to enhance public sector compensation.
Speaking at the meeting, Cabinet Secretary Nasimul Gani emphasised that improving the quality of life for government employees remains a core objective of the reform. At the same time, he stressed the importance of strengthening transparency, accountability and efficiency within public administration, noting that service delivery to citizens should remain the central priority.
Officials involved in the process said preparatory work is ongoing to ensure budgetary provisions for the upcoming financial year can accommodate the revised structure. However, they cautioned that final decisions on allowances and implementation timelines will only be confirmed following formal government approval.
The proposed overhaul is being viewed as one of the more significant revisions to the public sector pay system in recent years, reflecting both rising economic pressures and the need to maintain long-term fiscal sustainability.
