A midnight operation by law enforcement officers at the Chittagong City Corporation (CCC) headquarters has sparked intense debate over police intelligence tactics and political interference. Officers from Khulshi Police Station raided City Hall on Tuesday night in an attempt to apprehend Wakil Hossain, widely known as Boga, a listed gang leader and former joint convenor of the Chittagong Metropolitan Swechchhasebak Dal.
The high-stakes confrontation resulted in police withdrawing empty-handed after nearly an hour of tense negotiations with the newly installed mayor, Dr Shahadat Hossain. The immediate political fallout triggered the abrupt transfer of Khulshi Police Station’s Officer-in-Charge (OC) within twenty-four hours of the incident.
Law enforcement officials maintained that the raid was executed based on location tracking technology, which placed the fugitive within the municipal complex around 9:00 pm. Armed with this digital intelligence, a police contingent surrounded the building and initiated a room-by-room search.
The operation hit an immediate hurdle when Mayor Shahadat intervened, resulting in heated arguments between local authorities and senior police officers, including Deputy Commissioner (North) Hasan Mostafa Swapan of the Chittagong Metropolitan Police (CMP). Video footage circulating across social media platforms captured the mayor confronting both officers and reporters at the scene, questioning the legitimacy of the operation.
“A hundred people visit the City Corporation daily. We did not invite anyone—why have you come? You should leave,” the mayor was recorded telling gathered press members. Journalists covering the event reported being intimidated by political supporters during the police exit, alleging physical pushback and attempts to seize mobile phones.
Addressing a press conference the following morning in Rampura Ward, Dr Shahadat fiercely rejected accusations of shielding a fugitive, issuing a high-stakes ultimatum. “If anyone can prove that Wakil Hossain entered the City Corporation, I will immediately retire from politics,” he declared.
The mayor rejected the official criminal classification of Boga, describing him instead as a prominent participant in the July student-led uprising that brought down the previous political regime. He subsequently launched a direct attack on Khulshi Police Station OC Md Abdur Rahim, alleging that the officer retained factional biases from his service under the ousted Awami League administration.
Mayor Shahadat alleged that OC Rahim had personally overseen the custodial torture of an arrestee named Kamrul in connection with the murder of a youth named Hridoy. According to the mayor, police subjected Kamrul to physical abuse to extract a forced confession implicating Boga and his brothers in the killing.
“Boga’s brothers approached me directly with complaints that Kamrul was tortured into naming them under duress,” Dr Shahadat stated, accusing the local police division of systematically targetting workers from the Bangladesh Nationalist Party (BNP) and its associate bodies while turning a blind eye to former regime loyalists.
The public feud prompted swift administrative action from top police management. By Wednesday evening, CMP Commissioner Hasan Md Shaukat Ali signed an executive order transferring OC Abdur Rahim out of Khulshi Police Station and reassigning him to the Chittagong Metropolitan Security Intelligence Branch (CTSB). Rahim had served just one month and ten days in his role at Khulshi.
Under the same administrative reshuffle, Akbar Shah Police Station OC Md Kamruজ্জামান was appointed to head Khulshi Police Station, whilst Inspector (Investigation) Md Nazer Hossain of Chawkbazar Police Station was elevated to lead Akbar Shah Police Station. CMP Additional Deputy Commissioner (Administration and Finance) Wahidul Haq Chowdhury confirmed that the reassignments were executed immediately in the public interest.
Despite the rapid managerial changes, serious questions linger regarding the validity of the initial intelligence. CMP Assistant Commissioner (Media) Aminur Rashid reiterated that the team acted strictly on real-time location data. However, police officials subsequently conceded that they could not definitively verify whether Boga was ever physically present inside City Hall during the hour-long operation.
