Russian Embassy Rejects Allegations Over Wheat Imports and Rooppur Project

The Russian Embassy in Dhaka has dismissed reports alleging financial and procedural irregularities in government-to-government (G2G) wheat imports as “baseless” and “unsubstantiated.” Issued by the embassy’s press wing on Tuesday, 18 August, the statement also addressed media coverage raising concerns over major Russian-assisted energy and infrastructure ventures in Bangladesh, including the flagship Rooppur Nuclear Power Plant.
According to the diplomatic mission, recent media coverage questioning G2G grain procurements and bilateral energy projects is both biased and unfounded. The embassy stated that such reporting threatens to damage the longstanding partnership between Russia and Bangladesh while undermining Moscow’s sustained contributions to Bangladesh’s food and energy security.
Addressing the procurement mechanism, the embassy asserted that all intergovernmental wheat transactions strictly comply with international commercial standards and are executed through designated state institutions. Operating directly under official state supervision, the framework leaves no room for unauthorized third parties or commercial intermediaries to manipulate pricing or influence terms.
The statement further outlined the rigorous quality control protocols applied to agricultural exports. All shipments undergo inspection to satisfy international phytosanitary rules and Bangladesh’s specific technical parameters. Russian state inspection agencies conduct checks and issue quality certificates prior to discharge at the Port of Chittagong. Upon arrival, the Directorate General of Food and local port authorities conduct additional physical and laboratory examinations, rendering claims regarding sub-standard or defective wheat entirely groundless.
Allegations concerning the origin of the wheat were similarly rejected as politically motivated narratives. The embassy reaffirmed that Russia adheres fully to international law, exporting grain sourced strictly from its legitimate domestic agricultural production.
Expanding on energy cooperation, the embassy described major joint infrastructure projects as enduring symbols of bilateral strategic alignment. State atomic energy corporation Rosatom and its contractors are constructing the Rooppur Nuclear Power Plant under global technical, financial, and safety benchmarks, leaving no scope for financial improprieties or unsanctioned third-party involvement.
The embassy also highlighted the contributions of Gazprom EP International, which has operated in Bangladesh since 2012. Utilizing advanced drilling methods, Gazprom has successfully completed over 20 gas wells, particularly in the strategic fields of Bhola, augmenting national gas output to support industrial growth and power generation.
Reaffirming its commitment, the embassy reiterated that Russia views Bangladesh as a vital strategic partner. Despite global economic volatility, Moscow remains dedicated to supplying high-quality agricultural commodities and technical support on the basis of equality and mutual interest, urging Bangladeshi media to rely on verified facts to protect historic ties.
