The Korea Federation of Small and Medium Enterprises (KBIZ) has unveiled a targeted financial strategy designed to ease operational overheads for manufacturers adopting automated systems. The prominent business association will introduce a 5 per cent premium discount on product liability insurance and specialized mutual aid products for small and medium-sized enterprises (SMEs) that successfully transition into smart factories.
This new measure serves as a direct financial reward for firms participating in South Korea’s state-backed smart factory construction support programme. The national initiative incentivises traditional manufacturing outfits to modernise by deploying Internet of Things (IoT) sensors, robotics, and advanced data analytics across their production lines. By lowering premium rates, KBIZ intends to offset the capital expenditure incurred by businesses investing in enhanced productivity, industrial safety, and operational efficiency.
Product liability coverage is an essential safeguard for domestic manufacturers and exporters, insulating them from third-party claims arising from product defects or manufacturing malfunctions. The federation’s dedicated product liability scheme, developed jointly with the Ministry of SMEs and Startups in 1999, was specifically created to protect smaller enterprises from potentially ruinous litigation.
Because KBIZ leverages a collective group purchasing model, its baseline product liability premiums are already structured to sit between 20 per cent and 28 per cent below typical market rates offered by commercial insurers. The newly announced 5 per cent reduction for smart factory operators will be applied directly on top of these existing group savings, compounding the financial benefit.
Furthermore, qualifying manufacturers can achieve deeper savings by combining the KBIZ discount with localized fiscal support schemes. Currently, thirteen regional governments across South Korea—including major municipal councils such as Seoul, Busan, Ulsan, Daegu, and North Gyeongsang Province—operate independent product liability premium subsidy programmes. Depending on the local jurisdiction, regional authorities will cover between 10 per cent and 30 per cent of a firm’s paid premium, up to a maximum subsidy ceiling of 1 million won.
The new incentive package extends well beyond standard product liability protection. KBIZ confirmed that the identical 5 per cent discount will also apply to its broader mutual aid portfolio, which covers fire damage, property loss, and general commercial liabilities.
These mutual aid products are routinely priced 10 per cent to 25 per cent cheaper than standard corporate insurance policies. Crucially, they maintain more flexible underwriting parameters for enterprises operating in volatile or high-risk industrial fields. Sectors that frequently face stringent restrictions or outright rejection from conventional commercial underwriters, such as wood processing and metal plating, can access these policies with far fewer administrative barriers.
To guarantee institutional stability and reliable claims management, six of South Korea’s premier non-life insurance companies share the underlying risk burden. These major financial corporations collectively manage all claims processing and downstream compensation procedures for the federation’s insurance portfolio. To secure the new smart tech discounts, manufacturers must present an official state certificate confirming their participation in the smart factory construction support programme during their annual enrolment cycle.
