According to the EC, voter participation will be recorded and reported every two hours during polling, alongside updates on law and order at polling centres. The information will be transmitted directly from returning officers to the EC Secretariat.

A circular issued on Monday and signed by Senior Assistant Secretary Md. Shahidul Islam at the EC Secretariat outlines the procedures. The circular specifies that the monitoring process will commence at 7:30 a.m. on polling day and continue until preliminary unofficial results are collected and reported. Once voting concludes, presiding officers will submit detailed vote tallies, which will form the basis for compiling preliminary results to be made publicly available from designated result collection centres.

Preliminary Result Collection

Officials responsible for reporting law and order conditions and preliminary results will have their names, designations, mobile numbers, and assigned areas registered in advance. They must also be allocated designated internal accounts or telephone numbers to facilitate prompt reporting. Returning officers are required to determine before polling begins which personnel will transmit results and which will report on electoral and law enforcement conditions.

Additionally, all officers must verify beforehand that their internal accounts, mobile phones, telephones, internet connections, intranet portals, and email systems are fully operational to prevent delays.

Transmission of Result Sheets

After polling, preliminary results will be sent to the EC Secretariat’s internal site using a prescribed “message submission sheet,” which must bear the signature of the returning officer. Should technical difficulties arise, results may alternatively be transmitted via email. In exceptional cases, if the returning officer is unable to sign, partial results may be submitted with the signature of an additional district magistrate or other designated officer; however, final results must bear the returning officer’s signature. Sample signatures of officers are to be submitted to the EC Secretariat by 10 February.

Result Management and Data Entry

The circular further stipulates that preliminary results for the parliamentary election and referendum must be processed through the EC Secretariat’s internal EMS software. Trained personnel, including data entry operators under assistant returning officers, will use laptops, scanners, printers, and internet connections to enter results. Rural and Teletalk SIM-based modems will be used, supplemented by local internet service providers where necessary.

Each assistant returning officer will appoint two data entry operators per polling station to ensure simultaneous entry of parliamentary and referendum results. Returning officer offices will maintain adequate operators and equipment to guarantee smooth data processing.
