India Insurance Unit Ranks Second for Grievance Handling

NEW DELHI — India’s Insurance Division, operating under the Department of Financial Services (DFS), has secured the second position in the prestigious Group A category of the central government’s Grievance Redressal Assessment and Index (GRAI) for May 2026. The performance index evaluation also saw the Banking Division under the same department achieve the sixth rank. This internal ranking infrastructure underscores a rigorous evaluation by central authorities to assess how effectively public sector bodies address and resolve complaints from citizens.

The Group A classification specifically evaluates ministries and operational departments that manage a heavy administrative load, receiving a minimum of 500 public grievances each month. According to official data released by the DFS, the combined volume handled by both the banking and insurance divisions is massive, exceeding 250,000 public grievances annually. This consistent performance highlights a sustained operational trend, with both divisions maintaining their spots amongst the top 10 performing ministries and departments in the GRAI evaluation since November 2025.

Strategic Reforms Drive Institutional Performance

The comprehensive rankings, published by the Department of Administrative Reforms and Public Grievances (DARPG), serve as a vital metric for tracking performance, efficiency, and accountability within government departments. The notable rise in efficiency follows a structural shift in how grievances are monitored. Since 7 January 2024, the Secretary of the Department of Financial Services has spearheaded a direct oversight initiative. This process involves the personal review of 20 randomly selected public complaints during regular assessment cycles.

To bridge the gap between citizens and institutional leaders, the affected complainants are invited to participate directly in these virtual or physical review discussions. They air their concerns alongside the chairpersons, managing directors, chief executive officers, and senior executives of the respective financial institutions. This high-level accountability system ensures that senior bank and insurance managers cannot simply gloss over individual customer issues, directly improving consumer trust and raising the baseline quality of dispute resolution.

Direct engagement between institutional chief executives and everyday consumers has transformed grievance handling from a bureaucratic box-ticking exercise into a genuine mechanism for institutional reform.

Collaborative Workshops and Root-Cause Analysis

Beyond senior executive reviews, the Department of Financial Services has actively collaborated with major financial regulators to host targeted educational workshops. These technical sessions brought together the Reserve Bank of India (RBI), the Insurance Regulatory and Development Authority of India (IRDAI), the Pension Fund Regulatory and Development Authority (PFRDA), and senior management from various public sector banks.

The primary objective of these workshops was to shift institutional focus away from superficial quick-fixes toward thorough root-cause analysis. By identifying why specific systemic complaints—such as digital transaction failures, mis-selling of insurance policies, or pension processing delays—recurrently occur, the regulators aim to overhaul internal workflows. The insurance sector’s second-place finish indicates that these collaborative efforts are yielding strong results, showing that structured regulatory oversight can significantly enhance service delivery across India’s rapidly growing financial sector.
