Rooppur Nuclear Power Plant Enters Final Testing Phase Prior to Grid Integration

Bangladesh’s ambitious foray into nuclear energy has reached its critical final stretch, with the Rooppur Nuclear Power Plant (RNPP) undergoing rigorous testing ahead of its planned trial synchronization with the national grid. Authorities are preparing to supply approximately 300 megawatts (MW) of test electricity to the national grid next month, subject to final regulatory clearance from the Bangladesh Atomic Energy Regulatory Authority (BAERA).

The landmark mega-project in Ishwardi, Pabna, marks a major milestone for the nation. Upon successful commercial operations, Bangladesh will become the 33rd nation in the world to generate electricity from nuclear power.

Technical Readiness and Testing Milestones

Following the successful loading of nuclear fuel into the reactor pressure vessel of Unit 1 on 12 May, engineers are preparing to initiate controlled fission reactions. The heat generated from this process will produce steam to drive turbines and produce electricity.

However, officials emphasize that strict safety protocols precede any power generation. The commissioning process involves exhaustive testing across multiple stages:

• Stage One: 2,046 initial technical and mechanical tests successfully passed.

• Stage Two: 90 tests completed out of a scheduled total.

• Final Stage Two: 18 highly complex tests currently remaining.

BAERA must evaluate and approve the performance data of every single test before permitting the next phase. Md. Jahedul Hasan, Managing Director of Nuclear Power Plant Company Bangladesh Limited (NPCBL), underscored the rigorous nature of these operations, stating that because nuclear facilities are inherently sensitive, exact commercial launch dates cannot be dictated by fixed deadlines.

Financial Adjustments and Project Delays

The intergovernmental agreement for the project was originally signed between Bangladesh and the Russian Federation in 2011, followed by the general contract with Rosatom’s engineering arm, Atomstroyexport, in December 2015.

While the project was originally slated for completion by December 2025, external disruptions—including the COVID-19 pandemic, the Russia-Ukraine conflict, global supply chain bottlenecks, and foreign currency transaction challenges—pushed the completion deadline to June 2028.

Although the contract structure prevents the Russian contractor from increasing the base construction fee, currency fluctuations have significantly inflated the project’s financial burden. Depreciation of the local currency against the US dollar has driven the total project cost up by BDT 26,000 crore, raising the overall budget from BDT 1,12,686 crore to BDT 1,38,686 crore.

Experts estimate that operational delays have cost the nation substantially; commissioning a single 1,200 MW unit on schedule could have saved Bangladesh up to $1 billion annually in imported fossil fuel costs.

Waste Management, Fuel Pricing, and Grid Dynamics

A crucial component of the project involves spent nuclear fuel disposal and ongoing fuel supply. Under a bilateral treaty signed in Moscow on 30 August 2017, Russia’s TVEL Fuel Company will supply nuclear fuel throughout the plant’s operational lifecycle and take back spent fuel for re-processing and deep geological disposal (400 metres underground). Spent fuel can be safely cooled and stored on-site in Ishwardi for up to 10 years before physical transportation to Russia is required, allowing commercial shipping logistics to be finalized at an optimal economic rate.

While base electricity tariffs are yet to be finalized with the Bangladesh Power Development Board (BPDB), officials anticipate competitive operational costs compared to conventional fossil-fuel generation.

On the distribution front, Power Grid PLC has completed integrated grid studies with Russian experts to ensure infrastructure readiness. However, concerns persist regarding “spinning reserves”—standby power capacity required to prevent grid collapses if a high-capacity reactor trips unexpectedly. Due to ongoing natural gas shortages, maintaining sufficient spinning reserves remains an operational hurdle. Nevertheless, BPDB Chairman Md. Rezaul Karim assured that low initial generation levels during trial runs will not pose an immediate threat to grid stability.

Professor Shafiqul Islam of the Department of Nuclear Engineering at Dhaka University cautioned against rushing the process: “This is the most sensitive and critical phase. International safety standards must be strictly adhered to without compromise. Regulatory bodies must maintain continuous oversight, as any single test failure will rightly defer progress.”
