Security Tightened as Student March Fails to Materialise

Law enforcement agencies stepped up security across several key areas of the capital on Wednesday in anticipation of a student protest programme titled ‘Long March to the Ministry of Education’. Authorities deployed additional personnel to strategic locations, including Border Guard Bangladesh (BGB) members at Nilkhet and a significant police presence at Science Laboratory intersection, as officials sought to prevent any disruption to public order. Despite the preparations, the announced demonstration ultimately failed to attract a visible turnout, and the city remained calm throughout the day.

By around 12:00 pm on Wednesday, 15 July, security had been noticeably reinforced in the Nilkhet and Science Laboratory areas. A platoon of BGB personnel was stationed at Nilkhet intersection, while more than 50 police officers maintained a vigilant presence at Science Laboratory. The precautionary deployment came as Higher Secondary Certificate (HSC) and equivalent examinations were being held simultaneously across 59 districts of Bangladesh. Ensuring that examination candidates could travel safely to their centres without interruption formed a central part of the authorities’ security planning.

Student organisers had previously announced that, after completing their examinations, participants would gather at several locations across Dhaka, including in front of the BNS Centre in Uttara, Shahbagh, Science Laboratory and Moghbazar. They planned to march collectively towards the Ministry of Education to press their demands. Following the announcement, security agencies increased surveillance and deployed additional forces at several important intersections to prepare for any possible gathering.

However, by shortly after 1:00 pm, when the examinations had concluded, there was no sign of any substantial assembly of students in Nilkhet, Science Laboratory or surrounding areas. Field observations around 2:00 pm indicated that normal pedestrian movement and traffic continued uninterrupted. The additional BGB and police personnel who had earlier been deployed were no longer present, reflecting the absence of any significant protest activity.

Traffic on roads surrounding Nilkhet, Science Laboratory and neighbouring areas remained smooth throughout the afternoon. No clashes, public disturbances or incidents causing inconvenience to commuters were reported. Concerns that the announced programme might trigger unrest or congestion therefore did not materialise.

The protest campaign emerged against the backdrop of growing controversy surrounding this year’s HSC and equivalent examinations. Public criticism intensified after examinations held on 13 July proceeded across most parts of the country despite severe weather conditions, with the exception of five districts in the Chattogram Division. Images and videos circulated widely on social media showing examination candidates wading through waist-deep floodwater to reach examination centres. The scenes prompted widespread debate, with many students, parents and education observers questioning whether examinations should have gone ahead under such difficult circumstances.

The controversy deepened after a video of an alleged telephone conversation involving the Education Minister circulated on social media. Critics claimed that remarks made about examination candidates were disrespectful, although the issue quickly became the subject of public debate. Around the same time, complaints emerged regarding errors in the Physics First Paper examination. Similar concerns were later raised over the Accounting First Paper and Logic First Paper examinations, leading to broader questions about examination management and quality control.

Initially, protesting students announced an eight-point set of demands before later narrowing their campaign to three principal demands. These included suspending HSC examinations until suitable conditions could be ensured nationwide, awarding full marks for the flawed Physics examination paper, and a public apology from the Education Minister.

On Tuesday evening, the Education Minister expressed regret during a session of the National Parliament and announced that the Physics, Accounting and Logic First Paper examinations would be conducted again. While the announcement addressed some concerns, a section of the protesting students argued that repeating the examinations alone would not resolve deeper issues within the education system. They maintained that greater accountability was necessary and continued to demand the minister’s resignation, making the proposed ‘Long March to the Ministry of Education’ the latest stage of their campaign.

Although Wednesday’s planned march did not proceed as anticipated and Dhaka remained peaceful, the underlying concerns raised by students continue to attract public attention. The government’s next decisions regarding examination management, accountability and the students’ demands are likely to remain under close scrutiny from education stakeholders, parents and the wider public.
