A dispute over the future distribution of World Cup revenues has escalated into a potential legal confrontation between European football’s governing body UEFA and FIFA president Gianni Infantino.
The controversy reportedly began with a confidential proposal linked to Infantino to raise around $4.2 billion by selling a substantial share of future World Cup profits to private investors. In return, FIFA’s member associations were reportedly expected to receive a one-off payment of $20 million each.
The proposal triggered strong opposition after details emerged. UEFA and several European football stakeholders reportedly objected to the plan, raising concerns about the long-term implications of transferring rights to future World Cup revenues to private investors. The scale of the proposed financial arrangement also fuelled wider debate over FIFA’s financial governance and the way income from its flagship tournament should be managed.
Amid mounting pressure, Infantino is reported to have abandoned the controversial proposal. However, the dispute has not ended there.
UEFA has reportedly sent FIFA a formal legal document known as a ‘preservation letter’. Such a notice is generally intended to ensure that potentially relevant records are retained in anticipation of possible legal proceedings. In this case, FIFA would be expected to preserve documents, correspondence, emails, messages and other records connected with the disputed proposal.
The move signals that UEFA is taking the matter seriously. According to reports, the European body is considering possible legal action or arbitration involving FIFA, Infantino and as many as 18 senior officials connected with the issue. No final legal case or arbitration process has been confirmed at this stage, meaning the dispute remains at a potentially significant but developing stage.
The controversy could also have political consequences within world football. Infantino has led FIFA for nearly a decade, overseeing a period marked by major commercial developments and changes in the organisation’s approach to global football competitions. A dispute with UEFA, one of the most influential confederations within FIFA’s structure, could therefore become an important issue ahead of the next presidential election.
The FIFA presidential election is expected to take place in March. With the leadership contest approaching, reports that UEFA is considering a credible alternative to Infantino could add further uncertainty to his position. The possibility of organised opposition from European football would represent a significant challenge to his bid to continue leading the global governing body.
At the heart of the dispute is a broader question about control over the financial future of the World Cup. The tournament is FIFA’s most valuable commercial property, generating substantial income through broadcasting rights, sponsorships, licensing and other commercial arrangements.
