The Directorate of Secondary and Higher Education (DSHE) has issued fresh instructions requiring heads of institutions to submit the February 2026 Monthly Pay Order (MPO) bills within a strict deadline, as part of efforts to streamline salary disbursement through electronic systems. Authorities have directed that all submissions be completed by 24 February to ensure timely transfer of funds via Electronic Fund Transfer (EFT).
The directive was announced in an official notice signed by Professor B M Abdul Hannan, acting Director General of DSHE, on 22 February. It underscores the growing reliance on digital governance in Bangladesh’s education administration, particularly in the management of MPO payments for teachers and staff at secondary and higher secondary institutions.
According to the notice, MPO payments have been disbursed through EFT since 1 January 2025. Between January and July, funds were transferred directly to the respective bank accounts of teachers and employees without requiring institutional input. However, from August onwards, a revised system was introduced, mandating institution heads to submit detailed MPO bills online for each payment cycle.
Under this system, heads of institutions must log into the EMIS platform using their assigned credentials and access the MPO-EFT module. They are required to calculate and verify the payable amount for each individual teacher and staff member separately, in accordance with prevailing regulations, before submitting the bill. The accuracy of this data is critical, as the submitted information forms the sole basis for transferring funds to individual bank accounts.
The DSHE has placed particular emphasis on accountability. In cases where an employee has died, resigned, or is otherwise no longer eligible, the institution head must adjust the payable amount accordingly for that specific month. Similarly, if any staff member is under temporary suspension, unauthorised absence, or subject to partial or full salary deductions, these details must be clearly reflected during bill submission.
Importantly, the authority has warned that the information submitted by institution heads will be treated as final. Any discrepancies—such as failure to transfer funds due to incorrect data or overpayment—will result in full দায়ভার resting with the institution concerned.
