BOGRA, Bangladesh — BNP leader M R Islam Swadhin has been appointed as the administrator of Bogra City Corporation, according to an official notification issued by the Ministry of Local Government, Rural Development and Co-operatives. The appointment takes immediate effect and will remain valid until a newly elected council is formed or further government instructions are issued.
The gazette notification, signed by Deputy Secretary Md Robiul Islam, stated that the appointment was made under Section 25A(1) of the Local Government (City Corporation) (Amendment) Ordinance, 2024. Under this provision, the government is authorised to appoint an administrator to oversee city corporation affairs in the absence of an elected governing body.
As administrator, M R Islam Swadhin will exercise the powers and perform the responsibilities ordinarily assigned to the mayor. The notification also confirmed that he will be entitled to allowances, facilities and administrative authority in accordance with existing rules during his tenure.
Swadhin is a resident of Bokshibazar Road in the Maltinagar area of Bogra Sadar. He has remained active in local politics for many years and is known as a prominent figure within the Bangladesh Nationalist Party (BNP). His appointment has generated considerable discussion in local political circles, with many viewing it as a significant development in the city’s governance structure.
In recent months, the government has appointed administrators to several city corporations and local government institutions across the country to maintain continuity in public services where elected councils are not in place. Such appointments are generally intended to ensure uninterrupted civic management, including tax collection, waste disposal, drainage maintenance, road repairs, street lighting and implementation of development schemes.
Bogra City Corporation is considered one of northern Bangladesh’s most important urban administrative bodies. The city serves as a regional hub for education, commerce and transportation, making effective municipal management essential for residents and businesses alike.
The administrator’s responsibilities are expected to include oversight of ongoing infrastructure projects, implementation of urban planning initiatives, resolution of citizen complaints and enforcement of government directives. He will also be responsible for monitoring service delivery standards and ensuring operational efficiency across departments.
The official order described the appointment as being made in the public interest and confirmed that it has come into force immediately. As a result, Swadhin is expected to begin making key administrative decisions from the outset of his tenure.
