DSHE Issues New Rules: Governing Committees Lose Recruitment Monopoly

The Ministry of Education has introduced a new policy for the recruitment of employees in non-government educational institutions across the country. The policy was officially gazetted in September this year, marking a significant change in how recruitment will be conducted within private schools and colleges.

On Monday (27 October), the Directorate of Secondary and Higher Education (DSHE) issued a directive to implement this newly adopted policy.

 

According to an official notice signed by Md. Main Uddin, Assistant Director (Private Colleges) at DSHE, all non-government lower secondary schools, secondary schools, higher secondary schools, and colleges must follow the gazetted recruitment policy when appointing staff to MPO-enlisted (Monthly Pay Order) non-teaching positions.

 

A prior circular, issued on 28 September and signed by Rehana Parvin, Secretary of the Secondary and Higher Education Division, outlined the composition and responsibilities of the Recruitment Recommendation Committee for non-teaching positions.

The structure of the committee is as follows:

The committee will be responsible for conducting examinations, preparing results, and finalising recruitment recommendations.

If required, the committee may also form multiple interview boards for the oral examination stage. Each interview board will be led by a representative of the Deputy Commissioner and include three members, none of whom will hold a rank below Grade 9.

 

Speaking about the reform, Syed A.Z. Morshed Ali, Deputy Secretary of the Ministry’s Non-Government Secondary Section, said the new policy aims to end the monopoly of school governing bodies and managing committees in recruitment processes.

“Under the new framework, recruitment recommendation committees led by the Deputy Commissioner will oversee the process. This approach is designed to ensure transparency and accountability in the appointment of non-teaching staff across private schools and colleges,” he explained.

This policy marks a major shift towards central oversight and transparency in staff recruitment, ensuring that private educational institutions operate under uniform and accountable procedures in coordination with district-level administrative authorities.
