The Education and Primary and Mass Education Minister, A N M Ehsanul Haque Milon, has issued a stern warning regarding examination malpractice ahead of the upcoming SSC and equivalent examinations. He emphasised that any instance of cheating will not only implicate the student involved but will also hold the centre’s responsible teachers accountable. “If irregularities are detected at any examination centre, disciplinary action will be taken not just against the student, but also the officials and teachers overseeing the examination,” the Minister stated.

No Grace Marks, Merit-Based Assessment
Minister Milon clarified that this year there will be no “grace marks” or discretionary concessions. Students will receive marks strictly based on their own performance. “We want the true contest of merit. The culture of passing unqualified students through leniency must end. There will be no auto-passing,” he stressed.
Enhanced Monitoring and CCTV Implementation
The Minister announced that high-risk centres will be equipped with closed-circuit (CCTV) cameras for continuous surveillance. These centres will be under intensified scrutiny, and plans are underway to gradually install CCTV in all examination centres nationwide. In exceptional circumstances, “helicopter missions” similar to previous years may be deployed for immediate inspections.
The Ministry has instructed officials to conduct on-the-spot inspections at any centre across the country if irregularities are suspected.
National ‘Zero Tolerance’ Initiative
According to Ministry sources, the Education Ministry is taking an unprecedented strict stance to prevent cheating and malpractice during the SSC, HSC, and equivalent examinations. The Minister has declared a “zero tolerance” policy to maintain transparency. Special attention will be given to remote, coastal, riverine, and hilly areas. The assessment of answer scripts will be free from any informal leniency or bias; unqualified candidates will not be passed.
Minister Milon has requested all education boards to provide a list of vulnerable examination centres. These centres may receive CCTV installation, supplemented by a special live monitoring system. If unusual activity is detected from the central control room, immediate corrective measures will be implemented, with the Minister or Ministry teams visiting the centre if necessary.
Tightened Question Paper Security
To prevent leaks and digital fraud, the Ministry has significantly strengthened security at every stage of question paper printing and distribution. Officials and staff are subject to strict regulations, and the entire process is under digital tracking for accountability.
