The International Cricket Council (ICC) is facing a crisis of legitimacy according to former Pakistani spin wizard Saeed Ajmal. In a provocative address in Karachi, the T20 World Cup winner questioned why the global governing body continues to exist if it remains “subservient” to the whims of the Board of Control for Cricket in India (BCCI).
Ajmal’s remarks, reported by the Press Trust of India (PTI), strike at the heart of cricket’s current geopolitical divide. He argued that the ICC has forfeited its role as a neutral regulator, stating, “If the ICC cannot exercise its authority over the Indian board, its existence is entirely redundant.” The 48-year-old further alleged that while many Test-playing nations share his frustrations, they remain silent to protect their financial interests.

The “Helpless” Governing Body
The primary catalyst for Ajmal’s outburst is the ICC’s handling of India-Pakistan fixtures. Despite Pakistan being the designated host for major trophies, India has consistently refused to cross the border, citing security and political concerns. Ajmal views the ICC’s acceptance of this stance as a total surrender of power.
“There is no sporting or logical justification for India to boycott playing in Pakistan,” Ajmal claimed. “The ICC is simply helpless because it is now effectively an extension of Indian administration.” This sentiment has intensified following the appointment of Jay Shah—the former BCCI Secretary and son of India’s Home Minister—as the ICC Chairman on 1 December 2024.
A Tale of Two Neighbours: Cricket in Deadlock
The sporting relationship between the two giants has been in a deep freeze for over a decade. While Pakistan has made several trips to India for ICC events, the gesture has not been returned since 2008.

The New “Hybrid” Reality
The 2025 Champions Trophy marked a turning point. India’s refusal to play in Pakistan forced the ICC to adopt a “Hybrid Model,” shifting India’s matches to the UAE. In a retaliatory move, Pakistan has stood its ground for the 2026 T20 World Cup. Although India is a co-host for the tournament starting this February, Pakistan has refused to enter the country, scheduling their fixtures exclusively in Sri Lanka.
Tensions were further exacerbated in April 2025 following a tragic shooting in Pehalgam, which claimed 26 lives. Such incidents have ensured that the cricket pitch remains as much a site of diplomatic warfare as it is a sporting arena.
The Spin King’s Pedigree
Ajmal’s critiques carry weight due to his storied career. Before retiring in 2017, he was a linchpin of the Pakistani attack, taking 178 Test wickets and 184 ODI wickets. His mastery of the “doosra” made him a household name, and his transition into a vocal critic highlights the growing rift in the sport’s administration.
As the 2026 T20 World Cup approaches, the “Hybrid Model” appears to be the only way the ICC can keep the peace, even if it confirms Ajmal’s fears of a fractured leadership.
