Feni’s Mahipal bus terminal has come under serious scrutiny following allegations that it has effectively turned into a hub for narcotics consumption and illegal gambling activities each evening, causing growing concern among transport workers, local traders, and residents.
According to multiple local sources, the area adjacent to the Dhaka–Chattogram highway flyover becomes increasingly active with illicit gatherings after sunset. The terminals operated by several transport services, including Sugandha, Jamuna, Jatri Seba and Shanti Paribahan, are reportedly affected. Witnesses claim that as evening approaches, groups linked to drug use and gambling begin assembling openly, creating an environment that disrupts normal transport operations and daily business activities.
Local residents allege that a network of around 10 to 12 individuals is involved in coordinating these activities under the cover of night security arrangements at the terminal. Among those frequently named by sources is a night guard known locally as Shipon, who is accused of gradually consolidating control over the area following a political shift in August 2024. He is alleged to present himself as being connected to influential local figures, which, according to complainants, discourages people from speaking out.
Others identified by sources as associates in the alleged network include individuals known as Imon, Palash from Senbag, and Main Uddin from Akrampur in Baligaon Union. These individuals are accused of facilitating both drug distribution and gambling sessions in and around the terminal premises.
Transport workers and operators further claim that the situation intensifies during peak evening hours when buses are due to collect daily earnings. At that time, drivers and conductors reportedly become involved in or distracted by the gatherings, making it difficult for owners to recover dues or maintain operational discipline. Several bus owners, speaking on condition of anonymity, described the situation as one of helplessness and intimidation.
A local transport workers’ representative estimated that the terminal workforce includes around 300 drivers and conductors, with a significant portion allegedly becoming involved in drug use and gambling activities. He further claimed that this has created a cycle of dependency and disorder that is difficult for management to control.
One bus owner, Arifur Rahman, stated that illicit gatherings are also reported in nearby buildings, including a second-floor property adjacent to a transport counter, where individuals from different social backgrounds allegedly participate in gambling and drug-related activities. He added that high-powered motorcycles are frequently seen arriving in the area during the evening, suggesting the involvement of outsiders.
Another labour leader, Shahid Ullah, described the terminal environment after dusk as unsafe and socially degrading, warning that the situation could worsen if left unaddressed. He stressed the need for immediate intervention by relevant authorities.

When contacted, a representative of the district bus operators’ association stated that the night guard named Shipon is officially responsible only for security duties, and any illegal activity would require investigation before conclusions are drawn. He added that the matter would be reviewed internally.
Meanwhile, law enforcement officials confirmed that prior operations have already led to arrests related to drug consumption and trafficking in the Mahipal area. They further stated that action is taken whenever credible intelligence is received and that surveillance and enforcement activities will continue. Authorities also indicated that any verified information regarding gambling operations would prompt immediate legal measures.
