Ninth National Pay Scale Gazette Expected in September

Administrative preparations are moving forward to publish the long-awaited gazette for the ninth national pay scale by the second week of September. Finalising details such as salary increment percentages, fringe benefits, harmonisation with judicial service pay structures, and overall national fiscal capacity has required extensive review, leading to a modest adjustment in the original publication timeline.

Current administrative plans target presenting the ninth pay scale proposal to the Cabinet during the opening days of September. Once approved, the framework will be forwarded to the Ministry of Law, Justice and Parliamentary Affairs for legal vetting. Authorities anticipate releasing the formal gazette by the middle of September once these legal milestones are fulfilled.

Public sector employees are expected to draw their salaries under the revised structure starting in October. However, the implementation date for the new pay scale is designated retrospectively as 1 July. Consequently, salaries for July, August, and September will be recalculated, with the accrued difference managed as financial arrears.

Financial considerations regarding inflationary pressures and government fiscal health mean that arrears may be disbursed in structured instalments rather than a single lump sum, mitigating large one-off demands on the national treasury.

Ministry of Finance insiders confirm that a high-level committee of secretaries reviewing the recommendations of the national pay commission has nearly concluded its mandate. A final consultation chaired by the Cabinet Secretary is scheduled shortly to resolve remaining details before formalising the proposals.

Earlier deliberations by the secretaries’ committee focused on grade-wise wage growth, allowances, pensions, and enforcement strategies. Given fiscal constraints, discussions also touched upon potential adjustments to the full commission recommendations, particularly concerning basic salary hikes and specific fringe benefits.

Finance Minister Amir Khisru Mahmud Chowdhury previously confirmed that the updated wage structure will take effect from 1 July, falling within the current financial year. Given contemporary economic realities, authorities have opted for a phased implementation model, prioritising basic pay adjustments before phasing in secondary allowances and supplementary benefits.
