A pilot phase of a QR code-based ‘Fuel Pass’ system has been launched in Dhaka in a bid to bring greater discipline, transparency and efficiency to the country’s fuel distribution network. The initiative aims to streamline petrol supply, reduce congestion at filling stations, and prevent irregularities in fuel collection.
According to a statement issued on Thursday by the Ministry of Power, Energy and Mineral Resources, the Bangladesh Petroleum Corporation (BPC) is implementing the digital system under the Energy and Mineral Resources Division. The trial programme has initially been introduced at two petrol stations in the capital: Trust Filling Station in Tejgaon and Sonar Bangla Filling Station at Asad Gate.
At this early stage, the service is limited exclusively to motorcyclists. Under the new arrangement, riders must verify their entitlement to fuel through a digital pass before receiving petrol, ensuring that distribution aligns strictly with government-allocated quotas.
Officials have highlighted that the existing manual fuel distribution process often results in long queues, traffic congestion, and public inconvenience at filling stations. In some cases, individuals have reportedly queued multiple times to obtain excess fuel beyond their permitted allocation, contributing to artificial shortages in the local market. The introduction of the Fuel Pass system is expected to address these issues by enforcing stricter monitoring and accountability.
Once fully implemented, the QR-based system will enable real-time monitoring of fuel distribution. Authorities believe this will significantly reduce malpractice, ensure fair allocation for each registered vehicle, and improve overall efficiency in fuel management.
If the pilot phase proves successful, the government plans to gradually expand the system to additional filling stations across Dhaka, followed by a nationwide rollout.
How to Register for Fuel Pass
Users must complete an online registration process through the designated platform. Applicants can access the system via the official website or mobile application, where they are required to submit detailed vehicle and personal information for verification.
| Step | Process Description |
|---|---|
| 1 | Visit the official Fuel Pass portal or mobile application |
| 2 | Enter vehicle registration number for initial verification |
| 3 | Provide chassis number, engine number, National Identity Card number, and vehicle manufacturing year |
| 4 | Submit details and click on “Verify Vehicle” |
| 5 | If information matches, proceed to mobile number registration |
| 6 | Enter mobile number and verify via one-time password (OTP) |
| 7 | Set account password and complete registration |
After successful registration, users will receive a digital Fuel Pass linked to their vehicle. This pass will be required at participating filling stations to validate fuel entitlement and complete transactions.
Authorities have expressed optimism that the digitalisation of fuel distribution will not only improve transparency but also reduce public inconvenience, marking a significant step towards modernising Bangladesh’s energy management system.
