In a concerted operation on Monday night, 23 March, police carried out a raid on a hookah lounge located in a nine-storey building on 11th Road, Banani, in the capital. The operation was executed by a coordinated team comprising local officers from the Banani Police Station and units of the Dhaka Metropolitan Police (DMP).
Acting Officer-in-Charge (OC) of Banani Police Station, Muhammad Khalid Monsur, told reporters, “We conducted the raid; however, no hookahs or related paraphernalia were found on the premises. The situation remains under control, and operations in the area will continue.” He further noted that despite recent crackdowns, certain unlicensed hookah lounges remain operational in Banani, serving patrons without government approval.
Investigations indicate that across Dhaka, several unlicensed hookah bars and lounges continue to function. Although these establishments regularly provide hookah services, they operate without the requisite licences, prompting heightened vigilance and routine inspections by law enforcement authorities.
This action follows a directive issued by the High Court on 3 March, which ordered the closure of unauthorised hookah lounges in the Gulshan and Banani areas. The Court instructed the DMP Commissioner and other relevant authorities to ensure compliance. The bench, composed of Justice Rajik Al Jalil and Justice Md. Anwarul Islam, emphasised strict enforcement of the law to curb illegal hookah operations.
The following table summarises recent raids and legal actions:
| Date | Area | Building Floor | Officials’ Comments | Outcome |
|---|---|---|---|---|
| 23 March 2026 | Banani, 11th Road | 9th floor | Raid conducted; no hookahs found | Situation under control; operation ongoing |
| 3 March 2026 | Gulshan-Banani | Various lounges | High Court directive implemented | Closure of unauthorised hookah lounges ordered |
Experts stress that eradicating unlicensed hookah consumption requires consistent enforcement by local authorities and law enforcement agencies. Public awareness campaigns are also essential to educate citizens about the risks associated with consuming hookah in unlicensed venues.
During Monday’s operation, security measures and public awareness efforts were intensified in the surrounding area. Muhammad Khalid Monsur reassured the public that police action against illegal hookah establishments will continue, aiming to ensure that residents of Dhaka can enjoy leisure activities in a safe and regulated environment.
Analysts suggest that while unlicensed hookah operations remain present, ongoing police vigilance combined with strict High Court directives represents the most effective strategy for long-term control. Sustained law enforcement, coupled with community awareness, is expected to gradually reduce the prevalence of illegal hookah services in the capital.
