The United Nations Security Council descended into diplomatic warfare on Monday as Russia and China issued a scathing joint condemnation of the United States’ military intervention in Venezuela. The emergency session was convened following a daring Saturday morning raid in Caracas, during which US special forces apprehended President Nicolás Maduro and his wife, Cilia Flores, on charges of narco-terrorism.
The Russo-Sino bloc characterised the operation as a “clear violation of international law,” demanding the immediate release of the Maduro couple. Russian Ambassador Vassily Nebenzia told the council that there was “no possible legal justification” for what he described as American criminal activity on sovereign soil. Echoing this sentiment, China’s Deputy Representative Geng Shuang voiced Beijing’s “profound concern,” labelling the extraction as “illegal bullying.”
The Manhattan Trial Begins
While diplomatic tempers flared in the UN, a Federal Court in Manhattan commenced proceedings against the detained couple. Facing a judge on Monday, both Maduro and Flores entered pleas of “not guilty.” Maduro remained defiant, asserting his continued status as the legitimate President of Venezuela despite his physical presence in a US courtroom.
Diverging Perspectives on the Conflict
The session, facilitated by Colombia (a Security Council member since 1 January), highlighted the total collapse of consensus between the world’s major powers:
| Stakeholder | Official Stance | Core Allegation / Statement |
| United States | Lawful Enforcement | Not a war, but a “legal arrest” of indicted criminals. |
| Venezuela | Illegal Kidnapping | US bombing destroyed civilian areas and caused deaths. |
| United Nations | Deep Concern | Secretary-General Guterres warned of a “dangerous precedent.” |
| Russia & China | Sovereign Breach | Flagrant violation of the UN Charter and territorial integrity. |
Allegations of Civilian Casualties
Venezuelan Ambassador Samuel Moncada provided a grim report to the council, alleging that the US military used heavy munitions that destroyed civilian infrastructure and resulted in numerous fatalities. He condemned the act as a “kidnapping” that ignored the sovereign equality of states.
In response, US Ambassador Mike Waltz countered that the mission was a surgical strike intended to bring a criminal to justice, rather than an act of war against the Venezuelan populace. However, the UN Secretariat, through Under-Secretary-General Rosemary DiCarlo, emphasised that the principles of political independence and regional stability must remain sacrosanct to avoid total global anarchy.
