Service applicants will finally be free from the influence of bribery syndicates in the sale, transfer, and registration of government plots and flats. From now on, the lessor authority or related agencies will no longer act as intermediaries. Documentation will be completed at the registry office, just like in regular land transactions. This eliminates the need to visit multiple offices such as the Ministry of Housing and Public Works, RAJUK, and the National Housing Authority. After purchasing land, all processes including registration and transfer will be completed at the Assistant Commissioner (AC Land) office, freeing applicants from long-standing harassment, corruption, and dependency.
Despite various obstacles, the Ministry of Housing and Public Works is set to issue the notification in gazette form. A ministry source stated that Dr. Md. Nurul Amin, Deputy Secretary of Administration Sub-Division-1, signed the notification on Sunday evening, after which it was sent to the BG Press for publication. The Ministry has adopted this as part of the caretaker government’s reforms.
The gazetted notification contains seven key directives:
The practice of obtaining approval from the lessor is abolished. No approval will be required for registration, transfer, sale, donation, documentation, or loan approval. However, the procedure remains for plot subdivision, consolidation, or master plan amendments.
At the time of transfer, the document value must be deposited at the sub-registry office at 2% for flats and 3% for plots only.
Within 90 days of transfer, a certified copy of the document must be submitted to the lessor; failure incurs a daily fine of 50 BDT up to 10,000 BDT. Updated records will be communicated to buyers via email or post. Non-compliance may lead to action against officials.
Lease renews automatically at expiry; no transfer fee applies, except in cases of master plan changes.
For non-residential plots or flats, lessor approval is still required.
Existing procedures apply to ownership disputes or specially allocated plots/flats.
A schedule listing residential plots/flats not requiring approval will be published, with corrections allowed for any errors.
