The mandate, signed by Deputy Secretary Al-Amin Md. Nurul Islam, targets the logistical operations surrounding the 13th National Parliamentary Election and Referendum, scheduled for 12 February 2026.
Timetable of Prohibitions
The Ministry has categorised vehicles into two distinct groups, each subject to different durations of restricted movement. The most stringent measures apply to motorcycles, which have been banned for a cumulative 72-hour window. This preventive measure aims to curb unauthorized mobility and potential disruptions during the most sensitive hours of the vote.

Exemptions and Essential Services

Personnel from law enforcement agencies, the armed forces, and the civil administration are permitted to operate vehicles without hindrance. Furthermore, vehicles tasked with delivering emergency medical supplies, pharmaceuticals, and newspapers are granted unrestricted passage.
International travellers are also accommodated; passengers heading to or arriving from airports will be allowed to commute, provided they present valid passports and flight tickets to authorities at security checkpoints. Long-distance transport on national highways and key arterial roads connecting major ports and metropolitan hubs will remain functional to prevent a total economic standstill.
Accreditation and Special Permissions
To facilitate a transparent election, special provisions have been made for the following groups, provided they display official stickers or permits issued by the Election Commission (EC) or relevant Returning Officers:
Candidates & Agents: Each contesting candidate or their authorised agent is permitted one light vehicle (e.g., a car, jeep, or microbus).
Media & Observers: Accredited journalists and international observers may operate cars or motorcycles upon verification of credentials.
Telecommunications: Vehicles belonging to BTRC-licensed service providers are classified as essential services to ensure network stability.
The notification further empowers District Magistrates and Metropolitan Police Commissioners to adapt these rules based on evolving local security conditions, allowing for either heightened enforcement or necessary leniency where justified.
