Uncertainty Clouds Trump’s Iran Strategy

More than two decades after the 2003 United States-led invasion of Iraq, the U.S., in coordination with Israel, has launched a direct military campaign against Iran. Now entering its second week, the conflict is characterised by sustained missile strikes, drone deployments, and a series of inconsistent statements from President Donald Trump, raising pressing questions about Washington’s ultimate objectives.

Scope of the U.S.-Israeli Offensive

Since 28 February, U.S. forces have reportedly targeted nearly 2,000 sites across Iran. Strikes have affected both strategic and civilian infrastructure, including:

  • Nuclear facilities

  • Oil refineries and water treatment plants

  • Government buildings and communications hubs

Casualties among Iran’s leadership have been significant, with Supreme Leader Ayatollah Ali Khamenei killed alongside several senior officials.

In response, Iran has launched hundreds of missiles targeting Israel and neighbouring Gulf states and deployed thousands of drones. Tehran has declared that U.S. military bases, energy infrastructure, embassies, and civilian areas are legitimate targets for retaliation.

Despite these figures, analysts note that neither Trump nor his administration have provided a clear framework for ending the conflict, leaving domestic and international observers uncertain about the U.S. endgame.

Motive: Regime Change or Strategic Pressure?

The killing of Ayatollah Khamenei, who ruled Iran for 37 years and previously served as the country’s president, has intensified speculation regarding Washington’s objectives. While the Trump administration has never explicitly stated a goal of regime change, experts suggest the campaign may be aimed at weakening Iran’s ruling elite and destabilising the political system.

Mustafa Haider Sayed, Executive Director of the Pakistan-China Institute, argues: “The strikes are intended to force the regime into immediate concessions and potentially spark civil unrest, creating conditions for a rapid shift in Iran’s internal power dynamics.”

Mixed Signals from Washington

President Trump’s statements have often been contradictory. At times, he frames the campaign as targeted punitive action against military facilities; at other times, he hints at broader political ambitions. This ambiguity has left allies and adversaries alike questioning whether the U.S. strategy prioritises containment, regime change, or a combination of both.

As the conflict continues, the international community remains on high alert, monitoring missile exchanges and drone strikes, while analysing the unpredictable policy signals from Washington. Analysts warn that without a clearly defined exit strategy, the conflict risks further escalation,
