At the inauguration ceremony of the newly constructed Bogura District Bar Association building, Prime Minister Tarique Rahman delivered a significant address underscoring the importance of an independent, transparent and harassment-free judicial system. He asserted that the courtroom must never become a place of intimidation or inconvenience, but rather a sanctuary of public trust and the last resort for justice.
Following a guard of honour on Monday (20 April), the Prime Minister formally unveiled the commemorative plaque marking the opening of the modern Bar Association facility in Bogura. In his remarks, he placed strong emphasis on ensuring accountability and transparency within the justice system, arguing that public confidence in legal institutions is essential for democratic stability.
He stated that during what he described as a prolonged period of authoritarian governance in the past, the judiciary had allegedly been misused for political purposes. According to him, court proceedings were at times conducted under questionable circumstances, undermining the rights of citizens and weakening trust in the rule of law. He stressed that such practices must not be repeated under any circumstances.
Reaffirming his government’s position, the Prime Minister said that courts must remain places of fairness and relief for those seeking justice, not sources of distress or procedural harassment. He further highlighted the introduction of an e-bail bond system, noting that it would significantly reduce bureaucratic delays in the bail process and help litigants secure quicker legal remedies.
He also reflected on the broader political context, stating that after nearly a decade and a half of political transition, a democratically elected government had now been established through the people’s mandate. He added that while political rights had been restored, sustaining democracy would require stronger coordination among the judiciary, administration, and law enforcement agencies.
During the event, the government announced a combined allocation of 20 million taka for judicial infrastructure development in Bogura. This includes 15 million taka for the construction and improvement of the district court building and 5 million taka dedicated to the procurement of books for the legal library.
