Biden Leads US Tech Executives In Landmark Vietnam Bilateral Talks

United States President Joe Biden and senior executives from leading American technology firms, including Google and Intel, have convened with prominent Vietnamese business leaders in Hanoi. This high-level engagement follows a historic diplomatic agreement between Washington and Hanoi to establish a comprehensive strategic partnership, designed to deepen bilateral cooperation amidst shared geopolitical concerns regarding the rising influence of China.

The landmark agreement positions the manufacturing hub of Vietnam as a central pillar in Washington’s broader strategy to diversify supply chains and reduce reliance on Beijing for critical resources. The newly forged pact encompasses pivotal agreements concerning semiconductor production and rare earth minerals. Accompanying President Biden and United States Secretary of State Antony Blinken for an innovation and investment summit were top-tier executives from tech giant Google, chipmakers Intel and GlobalFoundries, and aviation manufacturer Boeing.

These leaders engaged in direct discussions with senior figures heading several of Vietnam’s most prominent technology and manufacturing enterprises. Among the local participants were representatives from electric vehicle pioneer VinFast, internet platform VNG, and digital wallet provider Momo. A core component of the new partnership involves a firm commitment from the United States to assist Vietnam in developing its domestic semiconductor capabilities and expanding industrial production.

Semiconductors remain indispensable to modern infrastructure, underpinning virtually all electronic devices ranging from household appliances and smartphones to electric vehicles and advanced defence systems. This diplomatic push follows executive measures introduced by the White House restricting American investments in sensitive Chinese technology sectors, encompassing artificial intelligence, quantum computing, and advanced microelectronics. As Washington seeks to fortify global supply chains against external economic shocks, attention has turned decisively toward Vietnam, which holds the world’s second-largest estimated reserves of rare earth elements after China.

Commercial milestones coincided with the diplomatic visit, highlighted by state media reports confirming that Vietnam Airlines has finalised a ten billion dollar agreement to acquire fifty medium-haul 737 MAX aircraft from Boeing.

Addressing the broader geopolitical landscape, President Biden insisted during his itinerary that his administration harbors no desire to contain China, though he asserted that Beijing seeks to alter established international rules. Following discussions with Chinese Premier Li Qiang on the sidelines of the G20 summit in Delhi, Mr Biden suggested that China’s current domestic economic challenges—including real estate pressures and elevated youth unemployment—would constrain its strategic scope, particularly regarding Taiwan. Hanoi state media warmly welcomed the diplomatic upgrade with its former wartime adversary as an historic milestone. President Biden concluded his official visit by paying solemn respects at a memorial dedicated to his late friend, former United States Senator John McCain, who was shot down over Hanoi as a naval aviator during the Vietnam War.
