In a dramatic scene at the Dhaka Metropolitan Sessions Judge’s Court, a senior civil servant was remanded to custody following allegations of systemic fraud to secure a prestigious government position. Md. Kamal Hossain, a Senior Assistant Secretary currently serving as a Special Acting Officer at the Ministry of Public Administration, is accused of “identity theft” by claiming his uncle was his biological father to exploit the freedom fighter recruitment quota.
Upon the court’s decision to cancel his bail, a defiant Kamal Hossain reportedly addressed the bench with biting sarcasm. Standing in the dock, he remarked to Judge Md. Sabbir Foyez, “I am a bureaucrat, you know. You have not done me justice.” The outburst required immediate intervention from court police to maintain order.
The Anatomy of the Deception
The case, filed by the Anti-Corruption Commission (ACC), outlines a calculated, multi-year scheme to defraud the state. According to ACC Deputy Assistant Director Md. Monjurul Islam, Kamal Hossain was born to Md. Abul Kashem and Habia Khatun. However, in a bid to secure admission to university and eventually a seat in the 35th BCS (Bangladesh Civil Service) Administration Cadre, he allegedly replaced his parents’ names with those of his uncle, Md. Ahsan Habib—a decorated war hero—and his aunt, Sanoara Khatun.
Investigation reveals that Kamal used his true father’s name during his primary and junior secondary education in Kushtia. The “paternal swap” reportedly occurred during his Year 9 registration at Philipnagar Secondary School, providing him with the fraudulent credentials necessary to claim the coveted “child of a freedom fighter” status.
Legal Timeline and Violations
Kamal Hossain’s downfall was precipitated by his failure to adhere to judicial conditions. While he was initially granted interim bail on the proviso that he cooperate with DNA testing to verify his parentage, the prosecution argued he twice breached these terms.

A Betrayal of National Spirit
The ACC’s legal counsel, Tarikul Islam, emphasised that this was not merely a clerical error but a “gross betrayal of the spirit of the Liberation War.” By usurping a quota meant for the descendants of national heroes, the accused is alleged to have deprived a legitimate candidate of a career in the civil service.
With the DNA report still pending and the accused now behind bars, the Ministry of Public Administration is expected to initiate departmental proceedings that could lead to his permanent dismissal from the service.
