NBR Issues Nearly 25,000 Online Usage Permits

In the first two and a half months of 2026, the National Board of Revenue (NBR) has issued nearly 25,000 Usage Permits (UPs) through its automated online system, according to an official statement released by the authority.

The NBR launched the “Customs Bond Management System” on 1 January 2025 to provide faster and more convenient services to bonded industries. Through this system, licensed bonded warehouse operators can now apply for duty-free raw material usage directly online from their respective Customs Bond Commissionerates, eliminating the need for in-person visits.

The software has also been integrated with Bangladesh Bank’s online systems to enable verification of import-export documentation electronically. This integration ensures a seamless process for companies while reducing paperwork and administrative delays.

Since 1 January 2026, the system has become mandatory for all applications, including the issuance of usage permits, across the three Customs Bond Commissionerates under NBR’s jurisdiction.

Between 1 January and 16 March 2026, a total of 24,963 usage permits were successfully issued online, highlighting the system’s growing adoption by the industrial sector.

The NBR emphasises that the service has significantly reduced both time and costs for industrial operators. By streamlining the issuance process, the initiative is also expected to enhance the country’s export activities and create a more favourable investment climate.

Furthermore, the NBR is coordinating with Bangladesh Bank, the Duty Drawback and Refund Office, and industry bodies including BGMEA and BKMEA, to ensure comprehensive integration of the online system for bonded enterprises.

Looking ahead, the NBR plans to gradually bring all customs-related services—including bond audits—under the fully automated platform, aiming to create a modern, transparent, and efficient customs administration. Officials say this phased approach will further strengthen regulatory compliance while facilitating smoother trade operations for businesses across Bangladesh.

With nearly 25,000 permits already issued in just over two months, the online system is proving to be a transformative step towards digitalising customs operations and improving the ease of doing business in the country.
