DHAKA — The Bangladesh government has officially appointed four new members to the Bangladesh Public Service Commission (BPSC), reinforcing the country’s primary constitutional body responsible for civil service recruitment and administrative selection.

According to separate gazette notifications issued by the Ministry of Public Administration on Thursday, 6 August, the newly inducted members are Md Nazrul Islam, Mohammad Ali, Md Ferdous Hossain, and Yasmin Gafur.

Constitutional Mandate and Terms of Service

The official notifications specify that the appointments were made by the President of Bangladesh in exercise of the authority conferred upon the head of state by the Constitution. Under Article 138(1) of the Constitution of the People’s Republic of Bangladesh, the President holds the statutory power to appoint the Chairman and other members of the Public Service Commission.

The new appointees will serve for a tenure of five years from the date they assume office, or until they reach the age of 65, whichever occurs earlier. Additional service conditions and entitlements governing their tenures will be determined in accordance with applicable statutory rules and administrative regulations.

With the induction of these four members, the total operational strength of the commission has reached 21, comprising the Chairman and 20 other members. This expansion aligns with constitutional provisions aimed at ensuring adequate leadership to handle the state’s vast human resources apparatus.

• Evaluation Frameworks: It formulates examination syllabi, sets academic standards, evaluates written answer scripts, and conducts extensive viva voce assessments to determine candidate suitability for public administration.

• Cadre Allocation and Placement: Based on merit rankings, candidate preferences, and prevailing statutory quota regulations, the commission formulates candidate recommendations for various ministerial cadres.

• Advisory Functions: Beyond direct recruitment, the body acts as an advisory organ to the government on cadre service rules, promotion criteria, inter-departmental transfers, and formal disciplinary proceedings involving civil servants.
