Saudi Hajj Violations Penalties Announced

Saudi Arabia has introduced strict penalties, including fines of up to 100,000 Saudi riyals, for providing shelter or assistance to unauthorised Hajj pilgrims. The measures have been announced by the Kingdom’s Ministry of Interior as part of regulations governing the Hajj season.

According to the ministry, individuals who perform Hajj without an official permit, or who attempt to do so while on a visit visa, will be subject to punishment. In addition, any person or entity that facilitates such actions will also face legal consequences under the new enforcement framework.

The regulations will remain in effect from 18 April until mid-June, a period identified as the peak Hajj season when large numbers of pilgrims gather in and around Makkah. During this period, both performing Hajj without authorisation and assisting unauthorised pilgrims are classified as offences.

Under the new rules, individuals found performing Hajj without a permit, or attempting to do so, may face fines of up to 20,000 Saudi riyals. The same penalty applies to those entering or remaining in Makkah on a visit visa during the restricted period.

More severe penalties have been introduced for those who assist unauthorised pilgrims. This includes arranging visas, providing transport, facilitating travel in vehicles, or offering accommodation in hotels, apartments, or private residences. In such cases, fines may reach up to 100,000 Saudi riyals. The ministry also stated that providing assistance to multiple violators may result in increased penalties.

In addition to financial penalties, further administrative measures have been outlined. Individuals found to have entered Makkah unlawfully—particularly after visa expiry—may face deportation from Saudi Arabia and a 10-year ban on re-entry. Authorities also retain the right to confiscate vehicles used in the commission of related offences where necessary.

The Ministry of Interior has called on all residents and visitors to comply strictly with Hajj regulations. It has also urged the public to report any violations to the relevant authorities to support enforcement efforts during the pilgrimage season.
