In a significant regulatory move, the District Administration of Satkhira has introduced strict new controls governing the sale of petrol for motorcycle users. From Thursday morning (26 March), all motorcyclists are required to present an officially issued “fuel card” bearing the signature and seal of the Deputy Commissioner in order to purchase fuel at authorised filling stations across the district.
The initiative has been implemented to bring greater discipline to fuel distribution, prevent illegal stockpiling, curb black-market trading, and strengthen overall security in the fuel supply chain. According to officials, the directive was communicated to the public through loudspeaker announcements on Wednesday night, following confirmation by the District Information Office.
Under the new regulations, fuel will only be sold between 8:00 am and 8:00 pm at designated petrol stations. Any sale outside this timeframe has been strictly prohibited. Authorities have also made it mandatory for motorcyclists to carry valid driving licences, updated tax tokens, and vehicle registration documents when purchasing fuel.
In addition, wearing a protective helmet has been made compulsory at the point of fuel collection. Petrol station operators have been instructed not to provide fuel to any rider failing to meet these requirements. The use of plastic bottles, drums, or any unauthorised containers for transporting fuel has also been completely banned.
The fuel card system is expected to digitally or manually record each motorcycle’s information, ensuring transparency and reducing opportunities for misuse. Cards can be obtained from the District Commissioner’s office, relevant Upazila Executive Officer (UNO) offices, or through designated administrative online platforms.
Authorities have warned that strict legal action will be taken against individuals or businesses violating the new directives. Possible penalties include fines, suspension of licences, or other punitive measures under existing laws.

Despite the administration’s assurances, the new policy has received mixed reactions from motorcyclists. While some residents have welcomed the move as a step towards transparency and order, many others have criticised it as an additional administrative burden that may cause inconvenience.
Since the announcement, several petrol stations across Satkhira have experienced long queues, particularly during the initial hours of enforcement. This has highlighted early operational challenges in implementing the system smoothly.
Local observers believe that while the policy may contribute positively to long-term fuel governance and accountability, its success will largely depend on efficient execution and minimisation of public hardship during the transition phase.
