Cyber Insurance Gaps in Bangladesh

The increasing reliance on digital communication platforms has led to a parallel rise in social media account hacking incidents in Bangladesh. Platforms such as Facebook, Twitter, and Instagram are frequently targeted, resulting in significant financial losses and reputational damage for individuals and organisations. In response to these risks, cyber insurance is gradually being introduced as a potential protective mechanism.

A 2024 report titled Cyber Crime Trends published by the Cyber Crime Awareness Foundation identifies social media hacking as the most common form of cybercrime in the country, accounting for 21.65 per cent of total reported cases. The same report notes that 47.72 per cent of victims experienced social reputational harm, while 40.15 per cent faced direct financial losses due to such incidents.

The demographic breakdown presented in the report indicates that 78.78 per cent of victims are aged between 18 and 30 years. In addition, approximately 59 per cent of those affected are women. These figures suggest that younger users, particularly women, constitute the most vulnerable groups in relation to social media-based cyber threats.

At present, Bangladesh does not have any dedicated insurance product specifically designed for social media platforms such as Facebook. However, several insurance companies provide broader cyber risk coverage. Among them, Green Delta Insurance offers cyber risk insurance policies that may include compensation for financial losses resulting from hacking or data breaches, coverage of legal expenses, and access to digital forensic services.

Such cyber insurance arrangements typically include three core components: financial reimbursement for verified losses, legal support for dispute resolution or recovery processes, and technical assistance for digital forensic investigation. These services are intended to assist policyholders in restoring compromised accounts and recovering digital identities where possible.

Specialists in the field note that accessing insurance benefits after a cyber incident requires compliance with formal reporting procedures. Victims are generally advised to report incidents to BGD e-Gov CIRT and to file a general diary (GD) with the police authorities. Maintaining evidence of security practices, such as the use of two-factor authentication, is also considered relevant in supporting insurance claims.

Although cyber insurance in Bangladesh remains at a relatively early stage of development, the increasing prevalence of hacking incidents highlights its growing importance. The existing data indicates that structured insurance coverage could help mitigate both financial and social consequences arising from cybercrime.

Experts suggest that expanding cyber insurance availability, alongside improved public awareness and reporting mechanisms, would strengthen protection against digital risks.
