The government has promoted 34 officials to the post of Assistant Secretary (Non-Cadre), as part of its ongoing administrative promotion process aimed at strengthening the civil service across various ministries and government departments.
The Ministry of Public Administration issued a gazette notification on Thursday confirming the promotions. The notification, signed by Senior Assistant Secretary Shifa Nusrat, stated that the appointments take immediate effect following recommendations made by the Bangladesh Public Service Commission (PSC) Secretariat on 1 July.
According to the notification, the promoted officials have been elevated to the post of Assistant Secretary (Non-Cadre) under Grade 9 of the National Pay Scale 2015. The position carries a monthly salary ranging from Tk22,000 to Tk53,060, in accordance with the government’s approved pay structure.
Before their promotions, the officials had been serving as Personal Officers and Administrative Officers in a range of ministries, divisions and government offices. Their appointments reflect the government’s regular career progression framework for eligible non-cadre officials who meet the prescribed criteria and are recommended by the Public Service Commission.
The newly promoted officers represent a broad cross-section of the public administration. They have been serving in ministries and divisions including the Ministry of Civil Aviation and Tourism, the Ministry of Food, the Legislative and Parliamentary Affairs Division, the Planning Division, the Economic Relations Division, the Ministry of Science and Technology, the Ministry of Home Affairs, the Ministry of Agriculture, the Ministry of Land, the Ministry of Water Resources, the Posts and Telecommunications Division, the Ministry of Religious Affairs and several other government institutions.
The promotion order noted that the appointments were made following the recommendation of the Bangladesh Public Service Commission, the constitutional body responsible for overseeing recruitment and certain promotion processes within the public service. The commission evaluates eligible candidates before forwarding its recommendations to the government for approval.
The Ministry of Public Administration is responsible for implementing such personnel decisions and issuing formal notifications once all required administrative procedures have been completed.
The gazette also stated that the promotions have been made by order of the President and will come into force immediately. The promoted officials will now assume the rank of Assistant Secretary (Non-Cadre), a position that carries greater administrative responsibilities and offers wider opportunities for career advancement within the government service.
Promotions within Bangladesh’s civil service are conducted periodically to fill vacant posts, recognise experience and maintain the administrative capacity of government institutions. Such decisions are generally based on recommendations from the Public Service Commission and are implemented in accordance with the applicable service rules and the National Pay Scale.
The latest promotions are expected to reinforce administrative functions across multiple ministries and departments by placing experienced officials in roles with increased managerial and policy-related responsibilities.
