IOC Dismisses Complaint Against Infantino Over Political Neutrality

The International Olympic Committee (IOC) has dismissed a complaint filed by human rights organisation FairSquare against FIFA president Gianni Infantino over alleged breaches of political neutrality rules.

An IOC spokesperson told AFP on Friday that the organisation’s Ethics Commission had reviewed the complaint but concluded that the matter fell outside its jurisdiction. FairSquare had alleged that Infantino repeatedly breached the IOC’s principles on political neutrality and had politically supported United States President Donald Trump.

According to the IOC spokesperson, the commission’s decision was based on the autonomy granted to international sports federations under the Olympic Charter. Each international federation is recognised as independent and autonomous in the administration of its own affairs. On that basis, the IOC said the allegations concerning the FIFA president did not fall within the remit of its Ethics Commission.

The decision has brought renewed attention to the balance between political neutrality and the independence of international sports governing bodies. IOC members, including Infantino, pledge to act independently of commercial and political interests when taking their oath of office. The Olympic Charter also sets out principles concerning the independence and neutrality expected within the Olympic movement.

FairSquare’s complaint centred on Infantino’s public association with Trump and events involving the US president. The organisation argued that the FIFA chief’s conduct raised questions about whether he had crossed the boundaries expected of senior figures within the Olympic movement.

The IOC had faced a similar controversy in February over Infantino’s attendance at the first meeting of Trump’s Board of Peace. During the gathering, Infantino was seen wearing a red cap bearing the words ‘USA’ and ‘45-47’. The numbers were interpreted as references to Trump’s two presidential terms.

At the time, the IOC said it had been in contact with FIFA regarding the matter. The organisation said it had been informed that FIFA was supporting a broad sports recovery investment initiative in Gaza and Palestine, including proposals involving sports infrastructure, education and high-level development. The IOC described such activities as consistent with the role of an international sports federation.

The IOC also pointed to its own Olympic Solidarity programme, through which it supports sports development in different parts of the world. The organisation has presented such initiatives as part of its wider development work, rather than political intervention.

Infantino’s relationship with Trump has attracted attention on several occasions. In December, FIFA presented Trump with its first Peace Prize. At the time, Infantino said the award recognised what he described as the US president’s ‘extraordinary and exceptional’ efforts to promote peace and unity around the world.

The two figures have also been linked through football-related matters. During the World Cup in North America, Trump claimed that he had personally telephoned Infantino before the suspension imposed on United States striker Folarin Balogun following a red card was lifted.

The latest IOC decision does not amount to an endorsement of every action attributed to Infantino. Rather, the organisation’s position is that the complaint does not fall within the jurisdiction of its Ethics Commission because FIFA operates as an autonomous international federation.

The case therefore highlights a long-standing question in global sport: where the responsibility for political neutrality begins and ends when senior sports officials maintain close relationships with political leaders. For now, the IOC has chosen to draw that boundary around the institutional independence of international sports federations, leaving the issue of Infantino’s conduct primarily within FIFA’s own sphere of responsibility.
